California Penal Code 32100 exempts certain single-action revolvers from the CA DOJ Roster of Handguns Certified for Sale. This means qualifying single-action revolvers can be legally purchased in California even when they are not on the Roster.
The exemption was written into law to recognize traditional Western-style revolvers — single-action mechanisms designed before semi-automatic Roster requirements existed. Modern manufacturers like Ruger, USFA, Cimarron, Taylor & Co., and Heritage continue to make qualifying models.
The exemption applies only to single-action mechanisms — you must manually cock the hammer before each shot. If your revolver fires by simply pulling the trigger (double-action), it must be on the Roster.
